The building and/or fire codes to which the area is obligated would
determine whether a sprinkler system is required. None of the schemes
appearing in previous responses would give an equivalent level of
protection.

If the codes do not require a sprinkler system the owner could assume the
risk or transfer all or part of it by buying fire insurance.

The complexity of this problem is such that it needs a cost/benefit
analysis.  The services of a qualified fire protection engineer would be
useful.
