Actually the referenced higher design parameters by 8.6.4.1.4 is not predicted 
upon being a light hazard or an attic (though that are the conditions when it 
applies).  It is for a concealed combustible space.  If the area is accessible 
and used for storage etc, it no longer is a concealed space.
