If over the MAQ for your O2 cylinders, they go in a separate storage area.
Even if not over the MAQ it is good practice, to separate from reducers 
(combustibles) with CMU wall or equal.  Wall should be taller than valve stem.

Water is for cooling cylinders not involved in fire.
FM (whose data sheets are free) has authoritative information on this.
