That is wrong on SOOO many levels. It looks to me like there was blown in insulation at one time over the pipe, which is still wrong because it's over an exterior soffit and can't collect heat from the space below. How many sprinklers does that pipe feed? The pipe is laying on the insulation you see and that' the only thing separating it from the aluminum soffit it's laying on below which is technically outside.
