Your question is if it is 49".

It is an obstruction, greater than 48" located roughly 36" entirely below the 
sprinkler.

My question is, where is the exclusion below allowed? Hypothetically since we 
are on that realm...

I can say I have never run into suspended lights that creates the obstruction 
with standard spray sprinklers. I have had the issue with  lights and ESFR 
sprinklers. In those cases we were able to get the lights changed to less than 
24" in width so we only had to maintain a 12" horizontal distance.
