You can actually measure just the cost-difference between a smaller and larger meter in terms of connection and capacity fees and still suffer a $5,000 (and higher!) hit. Some water districts (including here in CA) have tried to mandate a minimum 1” meter for sprinklered homes, thus triggering the surcharges. We got this mostly stopped in our state, however.
