Are you saying that the soffits extend/project 18” from the wall? If so, are 
sprinklers actually required beneath the soffits?

I have a project where there are existing sprinklers under soffits 
approximately 18" off the wall. The bottom of the soffits is 10 ft and the 
ceiling in the rest of the space is 15 ft. The space is being renovated with 
the high sprinklers being relocated and the sprinklers under the soffits 
remaining. Normally I would include the sprinklers under the soffits as part of 
the hydraulic calculation, but based on the pipe sizes (and the preliminary 
calcs), I don't think they were in the original design. Is there any basis for 
omitting the lower sprinklers by considering them as being beneath an 
obstruction?
