I agree with John, but I will add some more information. I have seen this situation. In my case, it came from IBC 2015, section 903.2.11. "...the basement shall be equipped throughout with an approved automatic sprinkler system." I would still have the same question you asked originally about the stairs and elevator (after all, what does "equipped throughout" mean, in this case). As the installing contractor, I would get what that means in writing from the Architect, and then from the AHJ (so that I don't find out after the install is over that the AHJ disagrees with the Architect as to what "equipped throughout" means). Also, you may find out this 'basement only' protection is being driven by a different section/requirement when you ask the Architect.
As a side note, I would bet that this 'basement only' requirement gets missed more times than it is done right. If you are in this profession, and haven't seen this before, I strongly recommend a quick read of section 903.2.11 in IBC (same section in 2015 and 2018 versions). What I am trying to say is that this is a somewhat common scenario where sprinklers are required to be installed, and they usually aren't.
