FWIW this was born out of the fire code as a hedge against exposure fires 
from grilling, primarily, probably patio heaters and what not as well now. 
 It then migrated into 13R due to the near universal pairing of IBC/IFC 
with 13R.  IFC/IFC commentary unfortunately doesn't give a ton of wiggle 
either.  One could argue it's a continuation of a building feature in the 
case of the building overhang, and not a unique "roof or deck" for the 
patio/balcony in the case you point out.  I would say in any case where 
the construction is non-typical and exclusive to t he balcony/porch that 
you'd for sure want to be protecting it if you're doing 13R in a Type V 
building.  I've actually had to argue with AHJs who don't follow the "if 
this then that" of the IBC and want to apply this requirement for 13 
systems (which it clearly spells out isn't required because the exposure 
protection of the space above is provided EG attic protection).

 (2013 ed) requirement for sprinkler coverage for
exterior balconies does not have a depth requirement unlike the 4ft rule
found in 13. I have some apartments I'm bidding with a balcony at the 
upper
level and the overhang is 3 ft.over the balcony. I'm going to put
sprinklers covering the overhang for bidding purposes but let's say this 
is
just a typical roof overhang like you would have on a single family home 
of
about 12" - 24", with the current wording of 13R it sounds like you would
have to sprinkler it no matter what - even 8" or whatever. Is that 
actually
the case or can we make the distinction between an overhang and a "roof" -
which is actually the terminology that 13R uses. "Roof" to me means
something covering the entire footprint of the balcony and not an overhang
covering only a small portion.

Any thoughts or clarification?
