In NYC we put a 2 1/2" FHV right next to the FDC with a pressure gauge. When they arrive they use the 2 1/2" FHV as a dump valve and can see the pressure that is left in the system at a single location.

Nozzle reaction from a sprinkler head? Meh. From a 200 gpm solid stream nozzle? Nozzle reaction matters, especially if it’s bouncing around. Keep at 25? I’d suppose amongst concerns is time to bleed line, and start to attack fire. Best.
