Have you looked at mechanical latching dry valves? The higher the water 
pressure, the more force holding the clapper closed.

Victaulic's 768N and Reliable's DDX for instance.

There are some DPVs that have higher differentials 10+. Maybe you could use a 
dry/deluge valve that had electric opening based on supervisory air.

Not sure if they are suitable for this application, but they might help

Dear Forumites,
We have been installing dry pipe systems in an industrial facility in a 
"campus" of unheated warehouses.  City water pressures range from 120 to 125 
static, with 1,500 GPM flows with very high residuals.  We have been 
experiencing high pressure surges (sometimes as much as 100 PSI over static) 
from the city, resulting in tripping of some of these systems.  We have 
adjusted air pressures to 50PSI throughout the campus.  We have been using Tyco 
DPV-1 valves that have a 5.5 differential, and some RASCO FX valves that have a 
differential of 6.  The water company Is not much help, offering no solutions 
or even admitting to a surge pressure problem.  Has anyone had this problem 
before and can offer any solution?
