I may be over thinking this, would bales of wood pulp fiber just be a class 3 
commodity?

The only thing I can find referencing what your talking about for 15'-0 is 
baled cotton, I don't think that would be the same thing, pulp fibers are wood 
fibers, not sure if you argue that it falls into wood patterns as a class IV 
commodity or if it would be more similar to idle pallets which does have 
criteria for 20'-0 of storage but I don't see any information specifically for 
pulp fiber.
Have you tried getting a meeting with their insurance company, they may have 
some insight on what they want to see for protection.

We have a client that wants to store baled pulp fiber to a height of 20’ but 
all I can find is NFPA #13 that allows 15’ and FM that allows 16’.

Is there anything out there that gives a protection scheme for higher storage?
