As a 50+ year firefighter/fire engineer, the number that I would expect to see 
on the standpipe signage if it is anything other than 150 psi, is the pressure 
required at the FDC; in this case 178 psi.  Both the pressure available from 
the city and the pressure available from the engine's fire pump are variable, 
so the fire engineer/pump operator sets the pressure based on the conditions 
present at the time the FDC is being pumped, then varies it depending on the 
information coming from the firefighters on the hose lines connected to the 
standpipe.  If the FDC only serves sprinkler systems, then the fire 
engineer/pump operator will adjust the pressure to maintain the pressure 
indicated on the FDC sign.
