The section you've referenced is a part of chapter 17, which deals only with hangers for sprinkler piping. 

I don't believe there is any portion of chapter 18, which deals with seismic protection for sprinkler systems, which addresses permitting holes through structural members to serve as an alternative to seismic bracing.  Although, there are some sections in chapter 18 which deal with the clearances required when piping penetrates beams, walls, platforms or foundations.

One note you mentioned gave me pause: "...that has no chance of movement..."  Please note that holes in the structure which serve as a hanger deal with resisting the force of gravity, if you will vertical movement.  The seismic brace requirements address resistance to horizontal movement from a seismic event such as an earthquake.

I am designing a Fire Sprinkler system where the ceiling is attached to 3" below the bottom of the ceiling joist and steel beams. They want to drill holes in the wood and steel beams (not sure how they are going to get approval for this for a historical landmark in Beverly Hills), but is there anything in NFPA or CFC addressing Earthquake bracing for piping that has no chance of movement similar to hanger in holes in structure (NFPA-13, Section 17.1.7.3)? The entire system is a 1½" (sch. 40)  grid system.

17.1.7.3 Holes through solid structural members shall be permitted to serve as hangers for the support of system piping, provided such holes are permitted by applicable building codes and the spacing and support provisions for hangers of this standard are satisfied
