This project is located in CT. It consists of a residential group home
containing a maximum of 3 residents who are capable of self-rescue. They are
considered as receiving custodial care. The Code in effect is the 2022 CT State
Building Code, which is based on IBC 2021 with state amendments.

CT Amendment 308.2.4 states that a facility with 3 of fewer persons receiving
custodial care shall be an R-3 occupancy. Per IBC Section 903.1.3, 13D shall be
permitted for R-3 occupancies. The State requirement for sprinklers in all
habitable spaces and 30 minute water supply only applies to R-4 occupancies
(amendment 903.2.8.4)

I hope this clears up any questions on why 13D.
