My understanding is that an "open top" container prevents water from being distributed as it should be, limiting where the water is supposed to flow. 

Consider - the fire begins six feet away from an open top carton as you've described.  The sprinkler above activates and begins to discharge water, only the water is captured by the container and does not disburse as intended.

Am I right to consider the ones with no top as an “open-top” container and must be stored only on the lowest level of the racks?  Would these now be considered exposed non-expanded plastic.  I was thinking no because the packaging surrounding the commodity will absorb water and retard the burning hazard of the commodity.
