To your last comment, I think it’s contextual but there are exceptions to just about everything.
This is in CA. Our state requires every single dwelling unit to be sprinklered, included ADUs. We also limit plumbing fixtures to delivering the minimum usable flow that can be produced by the fixture industry. 1.28 gal per flush for toilets, for ex. Faucets and shower heads are like mister bottles, 1.2-1.8 gpm. The only unregulated fixture in a home would be a pot filler at the stove, and those can be up to 5 gpm, so that’s about the only fixture that could threaten to trip a switch; if we could set a switch at 10-12 gpm, it would reliably ring on sprinkler flow but not domestic, especially for passive purge because… 1.28 gal per flush.
