I believe the use of standpipes is required when the floor level of the non-sprinkled parking structure exceeds the maximum exiting distances, but I cannot find the exact requirement in the IBC." In response to your question we have reviewed the 2012 edition of the IBC as the applicable code. Our informal interpretation is that standpipes are required when the highest story is located beyond the specified distances above and below the level of the fire department access. The IBC requirements for standpipes are located in Section 905. The building height for open parking garages drives the requirements for requirement for standpipes. Section 905.3.1 indicates that Class III standpipe systems shall be installed throughout buildings where the floor level of the highest story is located more than 30 ft above the lowest level of fire department vehicle access, or where the floor level of the lowest story is located more than 30 ft below the highest level of fire department vehicle access. There are several exceptions where manual Class I standpipes can be applied for open parking garages. Exception No. 3 indicates that Class I manual dry standpipes are allowed in open parking garages that are subject to freezing temperatures, provided that the hose connections are located as required for Class II standpipes in accordance with Section 905.5. As such, this will address your concern of maximum exiting distances noted above. Class II standpipe hose connections shall be accessible and located so that all portions of the building are within 30 ft of a nozzle attached to 100 ft of hose. Generally, the standpipe risers and hose connections are located inside exit stairs of the parking structure.
