We have reviewed NFPA 25, 2011 edition as the applicable standard as well as the 2010 edition of NFPA 13 and the 2009 edition of the International Fire Code (IFC). Our informal interpretation is that NFPA 25 is not in effect until the system has been accepted in accordance with NFPA 13 or other applicable installation standards. The document that requires the system to be maintained is the IFC in Section 901.6 where it specifies that NFPA 25 is the applicable standard for water-based fire protection systems. The IFC specifies the 2008 edition of the standard in Chapter 47 Referenced Standards. The edition can be modified through a local amendment to the code in the applicable jurisdiction. The NFPA 25 standard would not apply until after the acceptance tests referenced in Chapter 24 of NFPA 13 or other applicable installation standard. The system is still under NFPA 13 or other applicable installation standard if the system is under construction or modification. Section 24.4 of NFPA 13 under acceptance testing requires the installing contractor to provide a copy of NFPA 25 to the property owner or their representative. Chapter 26 in NFPA 13 for the system inspection, testing, and maintenance indicates in Section 26.1 that a sprinkler system installed in accordance with this standard shall be property inspected, tested, and maintained by the property owner or their authorized representative in accordance with NFPA 25. This is to provide at least the same level of performance and protection as designed. The scope in NFPA 25 in Section 1.1.3 indicates that this standard addresses the operating condition of the fire protection systems as well as impairment handling and reporting and applies to fire protection systems that have been properly installed in accordance with generally accepted practice.
