Clearance for Fire Department Connections
Is there a clear space required from exterior fire department connections
(FDCs)?
We have reviewed the 2013 editions of NFPA 13 and NFPA 14 as well as the 2012
edition
of the International Fire Code (IFC) as the applicable code and standards. Our
informal
interpretation is that a clearance of 36 inches is required from fire department
connections per the IFC.
Section 912.3.2 of the IFC specifies the clear space around connections. This
section
indicates a working space of not less than 36 in. in width, 36 in. in depth and
78 in. in height shall be provided and maintained in front of and to the sides
of
wall-mounted fire department connections and around the circumference of
free-standing
FDCs, except as otherwise required or approved by the fire chief.
NFPA 13 and NFPA 14 provide general guidance but don't provide a distance. NFPA
14 in Section 6.4.5 indicates that the FDCs shall be visible and recognizable
from
the street or nearest point of fire department apparatus accessibility or on the
street side of buildings. Also, the FDCs shall be located and arranged so that
hose lines can be attached to the inlets without interference from nearby
objects,
including buildings, fences, posts, landscaping, vehicles, or other FDCs. NFPA
13
addresses this in Annex A.8.17.2.1 and indicates that FDCs should be located and
arranged so that hose lines can be readily and conveniently attached without
interference
from nearby objects, including buildings, fences, posts, or other FDCs.
The minimum and maximum heights of the FDC inlets are provided in NFPA 14 in
Section
6.4.6. This says the FDCs shall be located not less than 18 in. nor more than 48
in. above the level of the adjoining ground, sidewalk, or grade surface. NFPA
13
has the same information except it's located as annex material in A.8.17.2.
There
is no specific requirement for the height of the FDC in the IFC. The commentary
from the IFC says it's important that FDCs be installed with the hose
connections
well above adjoining grade to accommodate the free turning of a spanner wrench
when
connecting hoses to the FDC.
