Commodity Classification
"I need to determine the correct design criteria for protecting synthetic iron
oxide
for palletized and rack storage. What criteria do I use for the product?"
We have reviewed NFPA 13, 2013 edition as the applicable standard. Our informal
interpretation is that we cannot provide engineering or design services, such as
saying this a specific classification, but we can elaborate on the criteria to
help you make a decision.
Manufacturers generate a Safety Data Sheet (SDS, formerly Material Safety Data
Sheet
- MSDS) for powders, liquids, or chemicals they produce as part of OSHA's Hazard
Communication (HazCom) requirements. This document can be used to determine a
commodity class or protection criteria. A SDS has 16 different sections to
address
the characteristics and identifiers of chemicals. Regarding this application, a
synthetic iron oxide is a pigment used for coloring of different items. The
SDS
has different sections and refers in Section 2 "Hazards Identification" a yellow
to black solid that poses little or no immediate hazard. Also, the SDS
includes
Section 5 for "Fire Fighting Measures" that shows the Flammability Properties as
"Noncombustible. Not considered to be a fire hazard." Thus, the material
alone
could be considered a Class I commodity. What can affect the commodity class is
the packaging of the product. Annex material A.5.6.1.1 says the commodity
classification
is governed by the types and amounts of materials (e.g., metal, paper, wood,
plastics)
that are a part of a product and its primary packaging. However, in a storage
or
warehousing situation, classification is also affected by such factors as the
primary
storage or shipping container material, the amount of air space, and the
location
of the hazardous materials within the container. For example, a Group A plastic
product enclosed in a five- or six-sided metal container can be considered
Class
II, while a ceramic product heavily wrapped in tissue paper and placed in a
corrugated
carton could be Class III. With that said, there are examples provided in Table
A.5.6.3 to narrow the commodity classification. The table for Bottles, Jars
filled
with noncombustible powders gives seven (7) examples to determine commodity
class.
Use that information for the appropriate storage chapter at the specified
storage
height. Section 12.5.1 indicates that for dry pipe systems and preaction
systems,
the area of sprinkler operation shall be increased by 30 percent without
revising
the density.
