Protection of Group I-1 Occupancies - IBC 2015 Edition

The 2015 edition of the IBC has removed NFPA 13D systems as an option for 
Institutional
I-1 occupancies for more than 16 persons.  Section 903.2.6 for Group I says an 
automatic
sprinkler system shall be provided throughout buildings with Group I fire area. 
 Exception No. 1 states, "An automatic sprinkler system installed in accordance 
with Section 903.3.1.2 shall be permitted in Group I-1 Condition 1 facilities." 
 The NFPA 13D systems in Section 903.3.1.3 referenced in Exception No. 2 was 
removed.
 As such, the protection referenced is Section 903.1.2 for NFPA 13R systems.  
Group
I-1 occupancies 6 to 16 persons are Group R-4 occupancies Condition 1 (308.3.3) 
and 5 or fewer persons are Group R-3 occupancies (308.3.4) and still qualify for
 NFPA 13D systems per Section 903.3.1.3.

The 2009 edition allowed NFPA 13D systems in Section 903.2.6, Exception No. 2 as
 an automatic sprinkler system installed in accordance with Section 903.3.1.3 
shall
be allowed in Group I-1 facilities when in compliance with all of the following:

2.1. A hydraulic design information sign is located on the system riser;

2.2. Exception 1 of Section 903.4 is not applied; and

2.3. Systems shall be maintained in accordance with the requirements of Section 
903.3.1.2.

The 2006 edition reference is in Section 903.2.5, "An automatic sprinkler system
 shall be provided throughout buildings with a Group I fire area.

Exception: An automatic sprinkler system installed in accordance with Section 
903.3.1.2
or 903.3.1.3 shall be allowed in Group I-1 facilities."

The 2006 and 2009 editions of the IBC recognized the mobility of the occupants 
in
Group I-1 occupancies as well as the basic life-safety intent to protect the 
main
occupied areas.

An Institutional Group I-1 definition changed in the 2015 in Section 308.3.  
Institutional
Group I-1 occupancy shall include buildings, structures or portions thereof for 
more than 16 persons, excluding staff, who reside on a 24-hour basis in a 
supervised
environment and receive custodial care.  Buildings of Group I-1 shall be 
classified
as one of the occupancy conditions specified in Section 308.3.1 or 308.2. This 
group
shall include, but not be limited to, the following: Alcohol and drug centers, 
assisted
living facilities, congregate care facilities, group homes, halfway houses, 
residential
board and custodial care facilities, and social rehabilitation facilities.  The 
"convalescent facilities" reference was deleted from the list.

The Group I-1 occupancy includes two new conditions.  Condition 1 in Section 
308.3.1
include buildings in which all persons receiving custodial care who, without any
 assistance, are capable of responding to an emergency situation to complete 
building
evacuation.  Condition 2 in Section 308.3.2 includes buildings in which there 
are
any persons receiving custodial care who require limited verbal or physical 
assistance
while responding to an emergency situation to complete building evacuation.
