Interior Bulk Main

"There is a school that is 123,719 square feet in area. The school has one riser
 that is feeding four separate riser zones per Section 3.3.18. The zones are 
less
than 52,000 sq. ft. with control valves and flow switches. The local AHJ is 
telling
me that I need to have four separate risers per Section 8.2.1. Is this correct?"

We have reviewed NFPA 13, 2013 edition as the applicable standard.  Our informal
 interpretation is this arrangement would meet the criteria allowed by NFPA 13.

The arrangement of the interior bulk supply main or one fire service entrance 
that
you have described is commonly found in large facilities such as hospitals, 
large
industrial plants and sports arenas. The interior bulk feed main provides the 
same
service that a typical manifold feeding several systems with each being the 
allowed
maximum size. The criteria of Section 8.2.1 has to be followed for the systems 
attached
to the interior bulk feed main in the manner that they would have to be followed
 for an exterior underground bulk feed main. The definition of a system riser is
 Section 3.5.12 where it states, "The aboveground horizontal or vertical pipe 
between
the water supply and the mains (cross or feed) that contains a control valve 
(either
directly or within its supply pipe) and a waterflow alarm device."  The interior
 bulk feed main is the water supply to these four systems. The interior bulk 
feed
main or aboveground pipe can have control valves and waterflow switches giving 
the
appearances of a fire sprinkler system riser. This water supply arrangement 
should
not be termed as a "system riser" when applying Section 8.2.1 for maximum floor 
areas protected by one sprinkler system riser. This application is exceeding 
NFPA
13 since the standard does not require the building main to have a flow switch 
on
it. Waterflow switches are a reasonable addition for interior water supply mains
 so as to identify any water flow or leaks in the main.

A Tentative Interim Amendment was issued for the 2016 edition of NFPA 13 as Log 
No. 1165 addressing Section 17.2.3.5.6 of Chapter 17.  The comment closing date

Substantiation:

The Fire Protection Research Foundation coordinated additional full scale fire 
tests
at 30 ft ceilings for the protection of Exposed Expanded Plastic storage on 
racks.
Previous testing by the Foundation demonstrated protocol for 40 ft ceiling 
protection
at a higher design pressure. This new 30 ft ceiling information was not 
available
to the technical committee during the Annual 2015 cycle of the NFPA 13 document.
 The reduction of design pressure from 60 psi (the design pressure for 40 ft 
ceilings)
to 30 psi is significant to the cost of the design and installation.

Emergency Nature:

Multiple concerns were raised in the technical committee debate that without 30 
ft ceiling data, excessive pressure would be mandated rather than relying on 
other
industry standards that had 30 ft ceiling design options. This additional 
testing
provides the requested design protocol for 30 ft and lower ceilings in the NFPA 
13 document.
