Plastic Idle Pallets

"What is the design criteria for plastic pallets stored 5 ft and under without
cutoffs
from other storage?"
We have reviewed NFPA 13, 2010 edition that you indicated as the applicable
standard.
Our informal interpretation is that there are two options available.
Idle plastic pallets are more challenging than exposed unexpanded plastics in
Chapter
15. Thus you must apply the criteria of Chapter 12. This section for idle
plastic
pallets is presented in a very poor manner and was corrected for the 2013
edition.
For now, you need to apply the criteria as follows. Section 12.12.2.1
indicates
seven (7) different manners for the storage of plastic pallets. You are allowed
to select any of the seven options as applicable. The first two options don't
apply since they are outside the building. Option 3 sends you to the next
section
with two additional options but neither applies to your situation. Section
12.12.2.2(1)
is using a cut-off room. Section 12.12.2.2(2) allows very limited amounts of
plastic
pallets to be stored indoors where the facility has any level of sprinkler
protection
for a different commodity or occupancy classification. The 2013 edition
specifies
a minimum ceiling design of OH2 shall be used. To apply 12.12.2.2(2), all three
of the following are required; (a) plastic pallets piled no higher than 4 ft,
(b)
use high temperature-rated sprinklers, and (c) each pallet pile of no more than
two stacks shall be separated from other pallet piles by at least 8 ft of clear
space or 25 ft of stored commodity. Option 4 sends you to Table 12.12.2.1 for
ESFR
systems and is the first applicable option. It's a broad based option and
starts
at up to 25 ft of storage with no reduced allowance for lower storage heights.
It's the only option that can be applied to storage in racks as emphasized by
Section
12.12.2.3. Option 5 is the only other applicable choice. It's for indoor
storage
with spray sprinklers for the following arrangement: (a) maximum storage height
of 10 ft, (b) maximum ceiling height of 30 ft, (c) sprinkler density 0.6 gpm/sq.
ft. over 2000 sq. ft., and (d) minimum sprinkler K-factor of 16.8. There is no
reduced allowance for lower heights. The remaining two options do not apply
since
they are for other protection schemes based on listed pallets and full scale
testing.
