Fold Down Plastic Bins as Idle Pallets
"Should plastic fold down bins be treated as plastic pallets in the folded down
position?"
We have reviewed NFPA 13, 2013 edition as the applicable standard. Our informal
interpretation is that they should be treated as a plastic pallet.
The plastic bins have an integral pallet with the walls of the bin, folding down
onto the lower pallet portion of the assembly. As such, when used as a bin, it
looks (and will act in a fire) like a box on a pallet. With the walls folded
down
one could argue that it is still a load on a pallet but it is a very short load
(about the height of the pallet portion of the assembly). I believe this will
likely
present a minor reduction in the hazard presented by typical pallets. Having
said
that, it still presents a greater hazard than a typical solid piled storage.
Pallets
present a greater hazard due to the amount of exposed surface area and the
increased
amount of airflow to these surfaces. Although this assembly looks like it has
about
half the amount of open area within the load than typical pallets, it's also
presenting
two or three times the amount of open area compared to a typical load. Logic
would
support saying it is greater than a solid pile, but less than pallets. Without
having one of the testing laboratories perform a calorimeter test, there is no
way
to assign what that difference would be. Truth be told, the only real
difference
is as pallets they have a restriction on storage height for spray sprinklers or
have to apply ESFR sprinklers. Without additional data, when these bins are
folded
and stacked together they should be treated as pallets.
