Inactive Sprinkler Systems Abandoned in Place
"I have a customer that replaced a 4 in. dry pipe system and a 2 1/2 in.
preaction
system during a building renovation. A previous contractor left the sprinkler
valves
in place and just capped the system side of the valves and locked the control
valves.
Is this a violation?
We have reviewed NFPA 13, 2013 edition as the applicable standard as well as
NFPA
101, Life Safety Code (LSC) and the 2012 edition of the International Fire Code
(IFC). Our informal interpretation is that inactive equipment visible to the
public
must be removed or identified as inoperable.
This is addressed in Section 27.2 as Inactive Sprinkler Systems Abandoned in
Place
in NFPA 13. This indicates that where all or part of an inactive sprinkler
system
is abandoned in place, components including sprinklers, hose valves and hoses,
and
alarm devices shall be removed. Control valves abandoned in place shall also
have
the operating mechanisms removed. Sprinkler system piping and/or valves
abandoned
in place shall be uniquely identified to differentiate them from active system
piping
and valves. The annex material indicates that it is not intended that the entire
system or all components be removed. Instead, components such as sprinklers,
initiating
devices, notification appliances, and standpipe hose should be removed to reduce
the likelihood of relying on inoperable systems or features.
NFPA 101 also addresses this in Section 4.6.12.3 that existing life safety
features
obvious to the public, if not required by the Code, shall be either maintained
or
removed. The annex for this section explains that the presence of a life safety
feature creates a reasonable expectation by the public that these safety
features
are functional. When systems are inoperable or taken out of service but the
devices
remain, they present a false sense of safety. It is not intended that the
entire
system or protection feature be removed. Instead, components such as
sprinklers,
initiating devices, notification appliances, standpipe hose, and exit systems
should
be removed to reduce the likelihood of relying on inoperable systems or
features.
The IFC addresses the issue as Section 901.4.5 Appearance of Equipment and seems
more restrictive than NFPA 13 and NFPA 101. It states, "Any device that has
the
physical appearance of life safety or fire protection equipment but that does
not
perform that life safety or fire protection function shall be prohibited." The
commentary says that all required or provided life safety or fire protection
related
equipment must be continued in use and be maintained to meet the requirements in
effect at the time of the original installation. Non-required equipment that
has
been taken out of service or cannot function as intended must be dismantled and
removed to prevent creating a false impression of protection.
