What is this option --no-install needed for?

The trick is that the options "--allow-external" and "--allow-unverified" need a package name as
argument, then you have to add the package name to intall. That's what you get when you (pip guys)
want more security...
I guess that a mirror should be made on pypi to avoid this problem.
