I just downloaded the spyder-2.3.0.win32-py2.7.exe installer from here:

https://bitbucket.org/spyder-ide/spyderlib/downloads

and installed on an old XP machine.

I got a desktop icon and an entry in the Start--> All Programs menu. Either double clicking on the first or clicking on the second opened Spyder.
