Hi,
Ctrl+R only works on real terminals (i.e. xterm, konsole, etc). The
IPython console that comes with Spyder doesn't have this functionality
because it's not based in technologies used by terminals.
The shortcuts supported by the IPython console are listed in
Help > IPython documentation > Console help > Key bindings
