I want to disable it because I need to restart often when debugging one 
project. 

Clicking "yes" to the prompt is a needless extra step.

I'm not sure anybody really needs the are-you-sure in the first place (I've 
never restarted accidentally!), but if some feel it's needed, at least 
let's have a way to disable it.
