This is a new, totally default installation of Anaconda 1.9.6, from the current download webpage.
Anaconda runs correctly. When Spyder is active, the entire screen is upside down, with the taskbar on the top instead of the bottom. If I touch a different app on the taskbar, the screen (filled by the Spyder window) displays right-side-up, but as soon as I enter the Spyder window, the screen flips upside down again. I'm using an HP Spectre x360, running Windows 10 Home version 1803. I've rebooted, with no change. I tried to update and got a permission error, which I'm going to trouble-shoot now--I JUST installed and I'm an admin, so this seems odd. But I can't find any mention of "orientation" or relevant mentions of "screen" in the release notes anyway, or on github. Most of the suggestions for trouble-shooting and verifying the problem before filing on github don't seem relevant to this problem, but I'm concerned that I'm doing something stupid to cause this.
