Managed to solve this on a Windows 10 Version 1909 PC and a Windows 8.1 VM 
by using the command:

conda update --all


For Windows 10 Version 1909 I used the Anaconda Powershell prompt (Windows 
10) but for Windows 8.1 I used the Anaconda Prompt (Windows 8.1) CMD as the 
same command didn't work in the Windows 8.1 PowerShell Prompt.

For some reason it doesn't recognise the command but lets one proceed by 
pressing y. In any case it updates spyder to version 4.0.1 including all 
dependencies.
