[SL] links 7bit doesn't work

Hi all,

The text-only browser "links" by default converts 8bit characters to
combinations of 7bit ones (like the danish "�" - html: "&oslash", tex:
"\o" - showing up as "o/").

This doesn't work currently with SQL-Ledger: It seems the locale logic
needs to be extended so that additionally self{subs} are generated.

As a workaround one can switch to 8bit, but obviously that is not an
option if sitting at a non-8bit terminal :-(
