[SL] Windows installation again

Hello List,

I am trying the installation on XP.

everything seems to run smoothly as the setup described in the faq.

but when I get to the admin screen and when I want to create the dataset I get this error

Error!

could not create socket: Operation not permitted

this is a Postgres/Cygwin problem I presume, I have found a similar question in the archives but I couldn't find the answer.

Postgres is running fine, the -i switch is turned on, I can open and write to the template1 database.

setup.pl wouldn't run from behind the firewall here so, do yo uhave any suggestions ?
