I have worked with arabic and I reached the following,
you can use acon under linux and the use lynx or links , and from it you can switch the orientation , but I was not able to print in arabic,
If you are using an arabic capable graphic browser , you will have to force the orientation to the right. and this is not very easy , and I have an old translation that someone have doen before me , if you want it i can look for it and send it to you .

I'm working on the arabic translation, almost done,
in the testing I see the Arabic text is not printed out correctly. The main reason is that the browser is not able to decide on the charset to use.
Do you know where should I put the correct charset so that i could get a similar line in the headers:
 
<meta http-equiv="Content-Type" content="text/html; charset=windows-1256">
 
this would tell the browser what to do...
 
there's another issue with the right-to-left thing but I guess I'll have to write custom modules for that... or does anyone have another idea?
