Matt, Yes. The database owner, when created, has the options of granting access to other users. I don't know off-hand how to change the database owner or name (but the information must be in a postgres doc), but that owner can allow others to see and/or modify the database. You can also define views that limit what each user sees. For example, a list of employees without pay basis or home address that any employee can view to get a department and telephone number.
