Has anyone found a way to obsolete them so we don't have a huge list of
possible ship to's? I have at least one customer that has used over 15
shipping locations over the last half dozen years or so.

You can't delete it. This is an shipping address that you used for
this customer in an order or invoice. It will appear in the list as
long as the related document exists in the database.
