Shutting down the services is good, but may not be enough.  I don't have 
access to a server right now to verify it, but those files may be marked 
as "system", which the defragger skips over.  If that's true, reset the 
system attribute and it should work.

You have to shutdown the database server before it will move the files.

Do you need some external software to defrag SQL mdf and ldf files such as
DiskKeeper?  I have tried to defrag just using the windows utility but the
database files were not defragged.
