My question is that I came across this website, and although I know what the 
code is doing what I really don't understand is why anyone would do this at all.

Well, my wild guess is that they are inserting text into varchar fields which 
have a max size of 8000 characters.  To store text blocks larger then 8000, 
they are using multiple records.  This is an old school text trick; our 
database does similar things in some places.  

Why they would choose this technique over a CLOB field is a matter of some 
speculation.
