could not answer our question, they are having MS call us to tell us what we
need. It will be interesting to see if they have our interests at heart or
their wallets.

I believe that the Server+CAL licensing will allow you to use all of
the processors, but CAL licensing is only cost effective for a pretty
low number of seats.  While you say that only you and CF will be
connecting to the SQL Server box, MS considers any person hitting your
web app as a ¨client¨.  If it is externally facing, you will have to
get the processor licensing.
