It's not entirely clear what you are trying to do here. It sounds like a classic one-to-many relationship without a backref. All you have to do is get rid of the backref="regions" bit and you should be good to go. BTW, you probably want to drop the idea of "A is accessed by/through B". It doesn't quite fit with what's really going on in the relational world.
