it's called DeferredReflection in 0.8 and it's here: http://docs.sqlalchemy.org/en/rel_0_8/orm/extensions/declarative.html#using-reflection-with-declarative
if you're on 0.7, it's not part of the library and you instead need to use the example class in examples/declarative_reflection/.
