I agree. But, it is unlikely that there would be two staffers with the same last name in the same district office of an agency. I'm still noodling over how to avoid the rare situation where it might occur.
I find it easier to deal with things like 'éüö' etc and IIUC there is no en/decoding if you use Unicode in the DB and Python.
This is another situation where language coding is not likely to be an issue, but it might be so it does make sense to specify unicode.
