Depending on how much data and foreign keys your application has, anything 
other than pg_dump will often be a nightmare in terms of performance.

If you just have a negligible amount of data, sure - you can write 
migration scripts.  But if you're using Postgres – vs sqlite or other tiny, 
localized dbs – chances are you have a lot of data and would be much better 
off with pg_dump.
