there's a long term issue to get around to handling all of PG's syntaxes fully at https://bitbucket.org/zzzeek/sqlalchemy/issues/3566/figure-out-how-to-support-all-of-pgs. Current target is 1.3 because it will be a huge effort, and it may continue moving out milestones.
