Here's my psql session 
(Sorry, french locales)

It seems that the FK Constraint doesn't forbid Null values. I also tried to put 
a nullable=False on the relation, but it seems to be an unrecognized keyword 
argument. (Got : TypeError: __init__() got an unexpected keyword argument 
'nullable').
