No, the first time it runs, I get the error:  Makefile.PL is
un-runnable from a fresh checkout.  Frankly, this seems pretty stupid
to me; if Module::Install or local::lib is a configure-time
requirement, why doesn't Makefile.PL handle that?  Why have we
introduced a bootstrapping problem?
