Version 3.16.0 is a regularly schedule maintenance release. Version 3.16.1 is
a small patch against 3.16.0 that fixes a bug in row-value processing for
UPDATE statements inside of triggers that was discovered and report just
moments after the 3.16.0 release was tagged and pushed.
Key changes to 3.16.1 include built-in table-valued functions for PRAGMAs,
enhancements to the command-line shell, and many performance enhancements. For
