[sqlite] Problem with 3.x TCL binding -- pkg_mkIndex fails

Has anyone had success with the precompiled TCL bindings for version 3? 
Are the steps needed for installation different from those for version 2.x?

I get the following error message in windows (and the same thing in 
linux, too, with .so instead of .dll, of course):

warning: error while loading tclsqlite3.dll: couldn't find procedure 
Tclsqlite_Init

This is using the current 3.0.3 files, and the same symptom was there 
with the linux version of 3.0.1.

Any suggestions?
I hope to be able to test out 3.x soon, so thanks in advance for any help.
