I find that this table contains the UpperToLower conversion for English 
characters. I need to have case insensitive sorting for Latin Characters 
(for UTF-8). Is this case conversion planned as part of Sqlite3.0? 
Where could I find the implementation of LATIN characters case insensitive 
comparison? If I could find the C implementation for that I think I could 
define a new collation function and implement that.
